I have been reading "Who Wore What" and it says that the "skirt widths appear to be 50% as wide as the wearer's heigth. They also say that the bottom hoop can be seen about a foot from the floor. Great, now I need to check my hoop. What do the shorter ladies do? Maybe they took of the bottom hoop?

I believe that we are about the same height??? I am 5'8" tall and I use a 110" cage.  The bottom hoop should land about the bottom of your calf muscle, approximately a foot from the ground.  Most ladies had their cages made to measure as they had tapes at the waist and so not much room for gaining or losing more than about 20 pounds, my guess, based on my size.  One good reason for having the hoop at that length is  so that you don't trip on it.
Unfortunately, many people buy wedding hoops which are WAY to big for our era.  They also do not give a nice bell shape which we all strive for.
We also (probably) don't wear enough petticoats to create the effect that is necessary to create that bell shape.

You are so right paintnlady! Next seaon I hope to have all the items necessary for the lady in 1860's. I would like to display them for the visitors and new members to look at. I thought that would be way too much fun.

If I wasn't so effected ,by the weight of them, I would wear all the petticoats. My ruffled petticoat is SO heavy. Oh well.

Maybe your corset is not carrying all the weight of the petticoats as it should.  I was shocked at heavy everything was when I had to lift them all as went through mud at my first event at Knight's Ferry.
